在從政的過程中，羅博士深刻的感受到一個人在其一生中至少應該做一件有意義的事，因此於1989年決定興學，提出二億元的設校基金，成立和春工商專科學校，並於1999年升格改制為和春技術學院，「十年樹木，百年樹人」的興學理念獲得教育部與家長學生的支持與肯定。 羅博士的父親一直希望他能讀醫學院，成為一名醫生，懸壺濟世，造福人群，為了完成父親的心願，遂於1997年籌辦財團法人和春紀念醫院，這是他對父親的感恩懷念之意。 Meaningful Achievements—Establishing the School and the Hospital Through his political experiences, Dr. Luo has deeply felt that one man should accomplish at least one meaningful task in a lifetime, so he decided to establish a school in 1989. Under this ideal, Fortunr Junior College of Technology and Commerce was founded on the fund of 200 million dollars, and is redesignated as Fortune Institute of Technology in 1999. The educational principle “Ten years to grow a tree, hundred years to educate a man” is thus supported and approved by the parents of students and the Ministry of Education. Dr. Luo’s father had always expected him to enter the medical school and become a doctor to benefit the poor and the sick. In order to fulfill his father’s wish, Dr. Luo is now prepared to found the corporate body Fortune Memorial Hospital in memory of his father. 理想的堅持 和春企業集團，各關係企業是賺錢的事業，興學、辦醫院卻是他對理想的堅持；賺錢歸賺錢，但教育是回饋的志業，進入立法院之後，羅博士把所有的心力，投入技職教育和社會服務，並開始著書寫作，目前已完成「台灣漁業發展史」，同時開始整理二、三十年來的從政與社會服務工作心得，著手寫作國會回憶錄和扶輪生涯回顧。 從政的歷程讓羅博士做人做事更圓融，經營企業讓他得到財富與成就感；羅博士說：「生命還有更重要的質地，我一生中所堅持的就如和春企業的精神——『誠信』、『和祥引春』，辦學與興建醫院就是這個本質的實踐」；秉持這樣一個堅定的人生理念，羅博士於1998年獲頒中興大學生命科學榮譽博士學位，幾十年來的努力獲得了社會大眾的肯定與認同，當燦爛歸向平靜，理想的堅持卻可以永遠持續。 | ||

The Persistence in Ideals The related businesses in Fortune Group are profitable ones, while the establishment of the school and hospital shows his persistence in ideals. To Dr. Luo, education is a misson through which he can repay what he has been benefited to the society. So, after his term of office as legistator was expired, Dr. Luo has been devoted to vocational education and social service. At the same time, he also begins the writing of several books, among which is History of the Development of Fishing Industry in Taiwan, the one that is already finished so far. At present he has tried to sort out his experience in politics and social service in order to complete his memoir on the National Assembly days and the retrospection on his Rotary career.

| Through his experience in politics, Dr. Luo has accumulated enoughwisdom in getting along with the world, while his engagement in business has brought him wealth and sense of achievement. Dr. Luo says, “In life there even more important quality. The ‘quality’ that I insist in my life is just as the mottoes of Fortune Group convey ‘Honesty and Trust’ and ‘Peacefulness breeds prosperity’ The establishment of the school and the hospital is just the fulfillment of this quality.” With such a persistence in life, Dr. Luo was bestowed with the honorary degree of Ph.D. in Life Science from National Chung-hsing University, and his efforts in the past in the past decades have been approved again by the society. As the prosperity of life has subsided to peacefulness, the persistence in ideals can nevertheless live on forever.
